我的权限是 INTERNET , WRITE_EXTERNAL_STORAGE , INSTALL_PACKAGES , 和 DELETE_PACKAGES .

我解决了这个问题。我在 setData(Uri) 中犯了错误和 setType(String) .

Intent intent = new Intent(Intent.ACTION_VIEW);
intent.setDataAndType(Uri.fromFile(new File(Environment.getExternalStorageDirectory() + "/download/" + "app.apk")), "application/vnd.android.package-archive");
intent.setFlags(Intent.FLAG_ACTIVITY_NEW_TASK);
startActivity(intent);
