我能够通过创建一个方法来解决这个问题，该方法从我的服务器请求可能的状态列表，其中包括与该状态相关的操作。然后我为每个状态创建一个 UNNotificationCategory 并为每个 Action 创建一个 UNNotificationAction。每次应用程序运行时我都会调用此方法。这不是一个完美的解决方案，因为如果有人从不强制退出应用程序，并且状态数据发生变化，那么我就不会得到新数据。
