timer - Is there any way to run the function per strict second in python?

Question

I tried this way but the delay is actually slightly more than one second. the code:

    import time
    from threading import Thread, Timer
    def RepeatedTimer(interval, function):
      Timer(interval, RepeatedTimer, args=(interval, function)).start()
      function()

    def hello():
      print('hellow~')
      print(time.time())

    Thread(target=RepeatedTimer, args=(1,hello)).start()

the results i got:
