I have tried nearly every paid Pdf to Word product out there and they all have compatibility issues with Word. Our customers convert thousands of Word docs a day. So it doesnt take long for compatibility issues to show up. Even if only 0.01% of conversions. It is very hard to trust a pdf product because it looks fine for a while, then after a few days we get complaints. And it has happened with all of them.
I have also tried Microsofts own Flow/Power Automate tools to convert to Pdf and they are not always the same result as opening Word and Save as Pdf. They are more accurate than third party, but not perfect.
(on an aside, their paid service can slow down at random times so I wasnt able to trust them for enterprise).
So I am stuck using interop on a load balanced 'web farm'. This is not officially supported by Microsoft on servers. So I have basically no way of creating legitimate accurate Pdfs that are supported officially.
What are my options?
