gcc - TEXTREL and readelf

The above page shows this. But I see no output when I try both commands. I am on ubuntu 20.04. Given the date this blog was written. Was it due changes in gcc?

$readelf -a libhello.so | grep -i textrel
 0x00000016 (TEXTREL)                    0x0
$readelf -a libhello_pic.so | grep -i textrel
