babeljs - How to separate targets of @babel/preset-env depending on builds

I'm trying to specify target environments for @babel/preset-env in babel.config.json depending on builds, such as development and production. The reason why I want to make it so, although this offical doc recommends using a seperate browser list config like this to specify targets, is that it's kinda meaningless for my project to do so and also I want the config to be in the same place where it's used to make it clear.

The result I imagine it will be is

    [
      "@babel/preset-env",
      {
        "targets": {
          "development": [
            "last 1 chrome version",
            "last 1 firefox version",
            "last 1 safari version"
          ],
          "production": [
            ">0.2%",
            "not dead",
            "not op_mini all"

    ]
  ]
}
