camera - what are 'Detection' and 'Reading' percentages in vehicle speed detection systems?

I am completely new to vehicle speed detection systems and I faced with these 2 terms: 'Detection' and 'Reading' percentages. But I don't have any idea what each one really mean. here is the datasheet of the camera:
