How do I get Visual Studio Code HTML comments to not change on auto format?

Question

I'm editing HTML in Visual Studio Code. I want my comments to look like this:

<!-- comment 1
--><!-- comment 2 
--><!-- comment 3 -->

However, whenever I format the document they revert to:

<!-- comment 1 -->
<!-- comment 2 -->
<!-- comment 3 -->

I want the rest of the document to format, except for comments.

I tried going into settings and adding comments to the json like so:

   "html.format.unformatted": "comments",

I also tried "comment" and "!--" but none of them work.

All other installed formatting helpers have been disabled to be sure it isn't something else.

Does anyone know how to correctly remove HTML comments from auto formatting?
