snowflake cloud data platform - got error 253006 (n/a): File doesn't exist: when used PUT command in windows

Question

when tried to upload to file to snowflake cloud from local by using PUT command in windows command line. I tried installing and uninstalling the snowsql as suggested in https://community.snowflake.com/s/question/0D50Z00008xCVha/cannot-load-local-file-to-snowsql-using-terminal-in-mac-i-use-the-put-command-to-load-the-local-file-to-snowsql-it-says-253006-na-file-doesnt-exist

snowsql version:1.2.10
