python 3.x - AttributeError: module 'terminado' has no attribute '__version__'

Question

I am getting below error while trying to launch a newly created environment in Jupyter notebook.

Even I also experienced that autocomplete is not working at all in created environment however in base env. autocomplete is working properly. I understand the delay in sensing to show options, but I waited for a minute or so and unfortunately it is not happening at all.
