AWS Lightsail Databases is serving static ip?

Question

Currently, I'm using AWS Lightsail Database service. As you knows, Lightsail Database is connected by end point url. (Below figure)

In my question is, Endpoint url A record does be changed? Currently I'm using Lightsail Instances to port forwarding to database due to limits of traffics.

Does it safe to using Endpoint's A record as static ip?
