start task scheduler with parmeters

Question

i want to check if a user is signed in to certain server

query user /server:192.168.253.41 >C:Scriptest.txt

if the user is logged on it writes in the log file

 findstr /c:"dwg2dwf" %reglog%
if %ERRORLEVEL%==1 goto itfailed
echo %date%%time% >> "F:ProjectsRishon Lezion-MenivTashtiotloglog.txt"
goto endit

if the user not logged on it send mail.

:itfailed
Powershell.exe -File "C:Scriptmail.ps1"
:endit

the problem it send mail every 5 minutes because the task scheduled to run every 5 minutes ,can i send mail once?
