virtual machine - How to launch a linux VM from java?

So I wan't to start a virtual machine from java.

What I don't want, is have to install e.g. VirtualBox. By this is that I wan't to ship the VM's binaries with my application.

I saw that VirtualBox has java bindings, which is kind of nice. What I do wonder, how would I be able to get the VirtualBox binaries, do I have to build them myself? Also can I then run this binaries seperated from any (possible) already installed version of virtual box?

I want to completely hide the virtualization from the user and also do not want to interfere with possible installed VMs.

I'm open to use another Virtualization software, but I wan't it to be crossplatform (Linux/Windows/OS-X), it is fine to ship different binaries for different operating systems but I'm kind of reluctant to implement different API's for differnt virtualizations for different operating systems, thats why I'm currently kind of leaning towards VirtualBox.

The end goal is to have docker running inside this VM and running a virtual machine seams to be the only viable solution.
