random - Java Arrays The following method prototype can be used as guidance for what is needed

I've been working on this coderunner test and I'm not sure how I should write it in java. This is question.

Write a method (called RandomArray - public static) that when given a size ‘n’, a minVal and a maxVal, returns an ArrayList of Short of size ‘n’, where each value is a uniformly distributed random number between ‘minVal’ and ‘maxVal’ inclusive (Test #1: 1 mark). If the input size (‘n’) is less than or equal to zero then the method should return null. If ‘minVal’ is greater than ‘maxVal’, then an empty ArrayList is returned (Test #2: 1 mark)

The following method prototype can be used as guidance for what is needed.

public static ArrayList<Short> RandomArray(int n, short maxVal, short minVal){

}
