Read Only Settings.json in VS Code

Question

I would like to export my Settings.json to other members of my team. They should see Settings.json as read-only and not be able to modify them and because of that I cannot use Settings Sync. Here is one explanation. I have read that one possible approach would be to assign a URL to a standardized settings "package" that could be downloaded and installed, and reinstalled whenever wanted, by anyone who was given the URL.

How can I do that? I managed to make my own extension pack by using yo code but I need settings.json too.
