How can I stop Visual Studio 2019 from switching documents on me in the middle of "Undo"

Question

I have two files open in Visual Studio 16.8.4. Each one of them has local changes. So I start holding down CTRL+Z in one of the documents to undo my changes in just that document. It starts undoing and I'm watching the changes go by. But then, suddenly, the UI literally changes documents on me while I am holding down the keys and resumes undoing in the second document.

Not at all something I want.

I can make this happen over and over. Is there some way to disable it? Is this some sort of strange "Undo" Setting I cannot find?
