Using Time::Local , you can do:

use Time::Local;

my ($mday,$mon,$year,$hour,$min,$sec) = split(/[s.:]+/, $date);
my $time = timelocal($sec,$min,$hour,$mday,$mon-1,$year);
print $time,"
",scalar localtime $time;

Output:
