php - How replace all spaces inside HTML elements with   using preg_replace?

I need replace spaces with   inside HTML elements. Example:

<table atrr="zxzx"><tr>
<td>adfa a   adfadfaf></td><td><br /> dfa  dfa</td>
</tr></table>

should become

<table atrr="zxzx"><tr>
<td>adfa&nbsp;a&nbsp;&nbsp;&nbsp;adfadfaf></td><td><br />&nbsp;dfa&nbsp;&nbsp;dfa</td>
</tr></table>

$content = str_replace(' ', ' ', $content);
